To do that you need to compare the possibles of the cells around the one in question. Use logic to figure out where the blue cells are. Try to envision going in a circle around a cell, there are are 6 possible cells around it (unless it's on an edge or cut off somehow by the design). So when I talk about a particular empty cell 'claiming' or 'owning' a cell or cells surrounding it, I mean that these are the ones which satisfy the requirements for that cell. If a cell has just a number (no dashes around it), like 3, that means that there are 3 blue cells hidden underneath the orange ones around that 3 cell. Since Hexcells is all about determining which cells around a particular numbered hex should be colored, I like to think of those cells as being 'owned' by that empty hex. Excel may display zeros in places where you consider the data to be non-applicable. I highly recommend getting it and doing some random ones to get the hang of things and learn some strategies. Also, there's a random puzzle generator with mostly easy puzzles. The next Hexcells game does a much better job of explaining the rules.
